This file comes from a 3rd party XMLRPC library. It provides the XMLRPC functionality which Sloodle uses for some of its communications from Moodle to Second Life.
Generally, it should not be used directly in Sloodle code. The sloodle_send_xmlrpc_message function is provided in sl_generallib.php for your convenience.
